Hey so i opened this topic about helping me speak english  It's in moderation now, what exactly does that mean? and why?

'In moderation' means you keep a watch on the portion of something. Say you are on a diet, a lot of people say you can eat what you want, as long as it's 'in moderation'. So they are saying as long as you keep an eye on the size of the portion, it's fine.

But umm it says the topic is offline, as if its removed.. I don't understand i only asked for buddies for on the xbox 360, who can also help me gain a little confidence speaking english.
I think that it could be classified as dating or something or sharing personal info

Different kind of moderation, Sam. 
In this case, "moderation" means that the people who take care of the site and monitor the material (called moderators) found something objectionable in your post. I would private message a moderator (they are found highlighted in green at the top right) to see what's going on.

I put your topic in moderation this afternoon because it may not be appropriate for this site. Now back at home I have had time to consider if this is the case.
As your topic was instigating contact it would not be appropriate for this site, we are not a social networking site. However harmless the topic's intention, we can't set a trend for similar topics.
The topic has now been removed from the forums. What's supposed to happen when a topic is put in moderation is a specific message is displayed to advise what this means, but we need to look at why this did not happen in this case.
For future reference, once a moderator has completed action on your content you would be contacted by private message in due course.
